The manner, availablity, and usage may be defined as follows:



		Post office issue. United States. Stamped stationery prepared to the specification of, and issued by, postal administrations for public use

Official service issue. United States. 1992. Used exclusively to mail U.S. passports.

Stamped stationery produced only for the use of government departments. The imprinted stamps may be similar to those of post officie issues or of a special design. In other cases post office issues may be adapted by overprinting etc.

Forces (military) issue.

Japan.

Stamped stationery produced for the use of the members of the armed forces only. Imprinted stamps may be similar to those of post office issues or of a special design

Local post issue. Shanghai (China). 1893. with Jubilee overprint.

Stamped stationery produced by private postal agencies with varying degrees of postal administration recognition or support.

Printed to private order issue.

Stamped stationery bearing stamps of post office issue design applied with postal administration approval and with specified regulations, to paper or card provided by private persons or organizations. Imprinted stamps may be of a wider range of denominations and hence designs to those found on post office issues
